Attributes must have both a category and a value (description) in order for the record to be created. Note that an Organisation Relationship Attributes mapping will create an attribute on the Organisation Relationship.  To create a Constituent Attribute on a Constituent being created or updated via an Organisation Relationship import, you will need to add a Constituent Attribute and link it to the secondary Constituent mapped as the Organisation Relationship.
